Project Description:
The applicant proposes the
construction of five to seven 24 inch diameter angled wells
and two vertical wells to augment the present infiltration gallery with an objective of
obtaining the previously permitted 6 million gallons per day. The new wells will be
connected to the existing water supply system and Clapper Road treatment plant. The
angled wells, including the previously installed test well, will be drilled through the
ground surface, dike/sea wall and into an aquifer underlying the Hudson River. The two
vertical wells are to be placed in New York State owned land at the south end of the
project site. Wetland adjacent area impacts include a temporary disturbance of 2.07 acres
for well and water supply line installation and approximately 0.02 acre of permanent
impact at the well terminations. The project site is located along the west bank of the
Hudson River just south of the Vloman Kill, in the Town of Bethlehem.

The applicant proposes to
operate a 5.0 acre life-of-mine bluestone mine. The overall
affected area (5.0 acres) will be divided into two phases, each affecting 2.5 acres at any
one time. Bluestone will be excavated by drilling, blasting, and use of mechanical stone
saws. Material will be moved to storage areas for separation and sorting, no other
processing of stone will take place on-site. After cessation of quarrying operations, the
quarry area will revert to the previous land use of unmanaged natural habitat. The quarry
is situated along a multi-use, multi-property acess road. 1.2 miles from the intersection of
Morton Hill Road and the properties access road, near the abandoned Camp Highmount.
The project is in the Town of Colchester, approximately 4.4 miles northwest of the Village
of Roscoe.

restore approximately 1,100 linear feet of Treadwell Brook to
better align the creek with the existing bridge and lessen the threat of breaching of the
roadway behind the northern abutment. The design will restore the streams meander
geometry, streambed profile, and cross sectional area. Four rock vanes will be
constructed to deflect flows away from stream banks. Approximately 200 cubic yards of
rock rip rap will be placed on the outside of the realigned channel to control erosion. The
project is located northeast of County Route 14 on Blue School Road, at County Bridge

The applicant proposes to
modify an existing mined land reclamation permit to increase
the life-of-mine area of an existing sand and gravel mine from 9.9 acres to 16.6 acres, of
which the entire 16.6 acres is proposed to be disturbed during the 2002-2007 permit term.
The expansion will extend northward and will facilitate the reclamation of the site to a
more useful and aesthetically pleasing site. Occasional screening and small crushing
