Project Description:
The applicant proposes to install a culvert, two stormwater outfalls, and a sanitary sewer line within and across tributaries of the Ramapo River (DEC Index Nos. NJ-12-28, Class B; and NJ-12-28-1a, Class B) associated with a proposed 22 lot residential subdivision. The project site is a 37.5 acre parcel of land located on the northeast side of Mine Road, approximately 0.5 mile northwest of the intersection with Rye Hill Road.  The proposed culvert is a steel arch pipe 46 inches wide by 55 feet long.  The proposed stormwater outfalls are each approximately 10 feet square and will consist of stone rip-rap placed at the end of the steel outfall pipe.  The proposed sewer line is an 8-inch diameter gravity main.  A stormwater management plan has also been prepared for the development.

State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.

      The Village of Ellenville has applied for a Water Supply permit (WSA#10246) to take a supply of water for use in the Village's existing system by the development of a new Harris Well at a rate of 611 gallons per minute (gpm).  This new well would replace the old Harris Well, formerly permitted under WSA# 9571 at 194 gpm, which will be kept in reserve status.   The additional water requested over the average daily demand of this water supply system will be used to reduce the taking of water from the Village's North Gully Reservoir.

The applicant proposes to modify Freshwater Wetland D-31 (Class 2) and the 100 foot adjacent area on property located on the east side of Kitchawan Road near the Lewisboro/Pound Ridge Town boundary.  Proposed work includes:
  • Freshwater Wetland D-31: replace a pathway which crosses the wetland and two foot bridges.
  • Freshwater Wetland adjacent area:  construct a 22 foot by 22 foot addition to an existing residence, a new stone patio and a new 20 foot by 22 foot garage.  Proposed work also includes placement of fill and grading over an existing sub-surface septic system and adjoining the building addition.  Various landscape improvements (ie tree and brush removal, landscape planting) are also proposed within the 100 foot adjacent area.
