The applicant proposes to remove fill material and debris from the rear of the property and establish an 25 foot by 80 foot deed restricted vegetated area of no land alteration. NYSDEC issued Freshwater Wetlands Permit 2-6404-00169/00001 to the applicant in 1992 for construction of a medical building at this project site which is located on Seaview Avenue north of Patterson Avenue, Block 3475, Lots 20, 21 & 22.
State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: A Structural-Archaeological Assessment Form has been completed. The proposed activity will not impact on registered, eligible or inventoried archaeological sites or historic structures.
Coastal Management: This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

The applicant proposes to construct 9 two-family attached houses with parking within the adjacent area of NYSDEC regulated Class I Freshwater Wetland NA-7 South Beach. All of the proposed housed will be located a minimum of 50 feet from the wetland boundary. A deed restricted area of no land alteration will be established along the rear of the property. All on-site wetlands and  15 feet of adjacent will remain in a natural state. In addition, plantings will be established in a 15 foot wide strip of the area of no land alteration. All stormwater in developed portions of the site will be retained in on-site drywells. Stormwater from the portions of the adjacent area to remain undisturbed will continue to drain naturally. The project site is located on Father Capodanno Boulevard and Vulcan Street, Staten Island, Block 3500, Lot 42.
