Availability Of Remediation Work Plan for Comment

Site Name and Number: TRC East Side Properties, New York, N.Y. (V-00429-2)

Project Location: This property consists of a 1.1-acre parcel located at 685 First Avenue, New York County, New York, NY, NYSDEC Region 2.

Project Description: This property is currently owned by Consolidated Edison Company of New York, Inc. ("Con Edison"). Con Edison has contracted with TRC Companies, Inc., to assume the liability and responsibility for remediation of the site. By 1929, a portion of the site had been developed with an upholstery and mattress factory that apparently remained on site until the 1960’s. A United Parcel Service sorting center and garage was reportedly located in the southern portion of the site as early as 1950. By 1970, all former on-site structures had been removed. Since 1980, the site has been used as a gasoline filling station and parking facility for Con Edison maintenance and service vehicles. TRC has investigated environmental conditions at the site pursuant to a DEC-approved Supplemental Soil Investigation Work Plan, dated March 2001. Additional work was undertaken pursuant to a DEC-approved Interim Remedial Measures (IRM) Work Plan, dated July 2001; and DEC-approved IRM Work Plan Supplements 1 and 2, dated October 2001. The investigations found elevated levels of volatile organic compounds (VOCs) in soil, weathered bedrock, overburden water and bedrock groundwater. Under the DEC-approved IRM Work Plan Supplement 2, dated October 2001, TRC excavated and disposed of VOC-contaminated soil and weathered bedrock from November 2001 to March 2002 and also initiated treatment of contaminated groundwater via the application of Oxygen Release Compound (ORC®). Soil sampling during the November 2001- March 2002 IRM activities detected additional polyaromatic hydrocarbons (PAHs), VOCs, as well as barium, mercury and lead in shallow fill material and soils. These results, plus the results from the completion of IRM activities, are reflected in a Final Report for Interim Remedial Measures (IRM) Work Plans, which is being made available for review (see document repositories listed below) in conjunction with the Remediation Work Plan (July 2002).

The preferred final remedy for this site calls for: 1) removing remaining shallow fill material, soil and weathered bedrock containing elevated levels of VOCs, PAHs and lead; and 2) continued treatment of VOCs in groundwater with ORC®. Based on the final post-remediation sampling results, an institutional control for use and treatment of removed groundwater may be required.

Comment Period: The Remediation Work Plan for the property described above is available for review at the locations set forth below. Written comments on this action must be received within 30 days of this Notice. Written comments expressing objections or opposition to the Remediation Work Plan must explain the basis of the opposition and identify the specific grounds that could justify the Department's imposing significant changes to a Remedial Action Work Plan. No formal response is made to comments, but as a result of comments, the Department may reevaluate and revise the Remediation Work Plan.
