Project Description:
    The applicant proposes to increase the size of the life of mine area for an existing sand and gravel pit from 4.1 acres to 28.17 acres in conjunction with renewing the permit for another 5-year term.  The mine site is accessed by Kelly Road, off of and to the west of Military Turnpike Extension, in the Town of Schuyler Falls and is part of a 116 acre parcel owned by Mr. White at this location.  Mining is expected to continue at the site for 25 years and will progress in a northwesterly direction from the currently permitted 4.1 acre pit.  New acreage will be disturbed by mining activity at the rate of 5 acres during each successive 5-year permit renewal term.  No processing of material will take place on site. Upon completion of mining, disturbed areas will be graded to stable slopes, covered with stockpiled topsoil overburden and seeded with a grass mixture to achieve a uniform vegetative cover.     
State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Nov 8 2002.
