Project Description:
The Town of East Fishkill
is proceeding with the establishment of the Hopewell Hamlet
District #2 Water District consisting of the existing residential properties in the Candy
Lane/Trinka Lane area. This proposed district will acquire water from the existing
Hopewell Hamlet Water District. This District has a tested capacity of 81 gallons per
minute (gpm) with the largest well out of service. The estimated average demand for the
proposed district is 9000 gallons per day (6.25 gpm). The existing Hopewell Hamlet
Water District average daily demand is approximately 21 gpm.

Project Description:
The applicant proposes to
convert up to three buildings on a 35 acre parcel of land along
the Shawangunk Kill (DEC Water Index No. H-139-13-19; Class B) for use as a country
inn and lodge. The project site is located off Tutthilltown Road, approximately 0.4 mile
southeast of the intersection with Routes 44/55. The project involves the conversion of
two existing residential structures and one storage building into overnight lodging for a
combined total of up to 50 people per night. In addition, a portion of another existing
storage building will be converted into a 40-seat cafe. To accommodate overnight and
day guests, an additional 50 parking spaces will be designated in existing gravel and
grassy areas on the site, and a new entrance from Tuttletown Road will be construction.
The site will also be used for non-motorized recreational and educational activities (e.g.,
mountain biking, cross-country skiing, fishing, hiking, etc.), and to host day gatherings
and events, in accordance with local approvals. The applicant also proposes to selectively
cut dead trees and to install a utility shed of up to 100 square feet within 100 feet of the
river bank.
Conversion of the buildings
will require an upgrade of an existing subsurface sewage
disposal system and the construction of a new subsurface sewage disposal system. The
Department has made a tentative determination to approve this application for a SPDES
permit for the subsurface discharge of up to 3,970 gallons of sanitary wastewater per day.
A draft SPDES permit has been prepared and is available for review at the DEC Region 3
office (SPDES #NY-0264849).

a 42,233 square foot lot into two lots and construct a
single family detached home on each lot. The site is located at 70 Davenport Avenue and
adjoins Long Island Sound. Each proposed lot contains regulated tidal wetland adjacent
area up to the 10 foot elevation. The applicant has proposed vegetation plantings as a
mitigation measure within the adjacent areas.
