Project Description:
The Department has made
a tentative determination to approve an application for a new
permit to authorize an existing discharge of up to 5.5 million gallons per day of treated
municipal wastewater from the Glen Cove Sewage Treatment Plant to Glen Cove Creek.
A draft permit, which is available at the regional office for inspection and comment, sets
forth a modified effluent limit for copper, which at 4.1 pounds per day, is higher than the
calculated water quality based effluent limit of 0.41 pounds per day for this parameter.
The modified effluent limit for copper is consistent with the level of pollutant control
performance the plant has been able to consistently achieve over the past several years. It
has been determined by the Department to be fully protective of the water quality in the
creek and consistent with the anti-backsliding provisions of federal regulation. Water
quality based effluent limitations are also included for the following parameters: silver,
chlorine, nickel, lead, zinc and cadmium. The draft permit includes higher interim
discharge limits for silver and chlorine. The interim discharge limit for silver is
contingent upon the results of a quantification and removals study for this metal the City
will be required to complete within 18 months of final permit issuance. The interim
chlorine limit is included with a compliance schedule to allow the City time to install
plant improvements necessary to meet the final limit. The facility is located on Morris
Avenue in the City of Glen Cove.

monitoring well will be installed downgradient of the recharge basins and will be

located within an area designated as a sole source aquifer and the following water
purveyors have been identified as having service areas located within a 3 mile radius of
