Project Description:
The applicant proposes to repair a 100' breach in an existing 5.5' high 950' long earthen dike constructed for wildlife habitat to restore hydrology in support of waterfowl nesting and fish spawning.  The site is locate done mile east of Goose Bay, St. Lawrence River and is in the Crooked Creek watershed.  The work is in cooperation with the U.S. Fish and Wildlife Service, under their Partners for Fish and Wildlife Program.
State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Oct 18 2002.

The applicant proposes to renew an expired mining permit for a 5 acre life of mine gravel pit on a 57.4 acre parcel owned by the application, located 400' west of South Creek Road, 5300' north of Middle Branch Road, just south of the Village of Harrisville.  In addition, the application proposes to add 1.4 acres to the life of mine boundary.
