Project Description:
The Department proposes
to modify the Title V Facility Permit issued on 05/17/02 to
Tanagraphics, Inc. located at 263 9th Ave., New York, NY 10001, which operates
sheetfed offset lithographic printing.
The nature of changes involves
the following: including a Statement of Basis (Permit
Review Report); inspection and reporting on VOC storage containers; required sampling
and testing Method 24 for new coatings; and opacity requirements.
The permittee may submit
a written statement of reasons why the permit should not be
modified, and/or request a hearing by 11/01/02. Persons wishing to inspect the subject
Title V files, including the application with all relevant supporting materials, the draft
permit, and all other materials available to the DEC (the "permitting authority") that are
relevant to this permitting decision should contact the DEC representative listed below. It
is recommended that an appointment be made to confirm the availability of the subject
files. The DEC will endeavor to make the files available within 2 business days of
contact, during normal business hours (8:30 am through 4:45 pm), unless the requestor
wishes to inspect the files at a later date.
DEC will evaluate the application
and the comments received on it to determine whether
to hold a public hearing. A public hearing may be legislative or adjudicatory. A
legislative public hearing is a proceeding which provides an additional opportunity for
public comment. DEC's determination to hold a legislative public hearing will be based
on whether a significant degree of public interest exists. If a legislative public hearing
is
to be held, a Notice of Hearing will be published which will include the time and place of
the hearing and submitting comments. The applicant and all persons who have filed
comments on the permit will be notified by mail of the public hearing. Comments and
requests for a legislative public hearing should be in writing and addressed to the
Department representative listed below.
An adjudicatory public hearing
is a trial type proceeding which provides the opportunity
for adjudication on the basis of evidence, including direct testimony and cross
examination. An adjudicatory hearing is held only if substantive and significant issues
relating to any findings or determinations the Department is required to make pursuant to
the Environmental Conservation Law exist. A copy of the Department's permit hearing
procedures is available upon request or on the Department web site at:

Project Description:
The Department proposes
to modify the Title V Facility Permit issued on 09/18/2000 to
Rochdale Village Inc. located at 132-11 Bedell Street, Jamaica, NY 11434, apartments
with a power plant.
The nature of changes involves
the following: includes a Statement of Basis (Permit
Review Report); Condition #26 clarifys requirements of the annual compliance
certification reports; Condition #5 on Federal part of the permit has been expired and
added to State part and contains upgraded language for Part 201-1.4 (unavoidable
noncompliance and violations); added condition #1-3 which addresses the issue of
prompt reporting requirements; Condition #34 expired as it does not pertain to applicant;
Condition #33 was expired and appears as Condition #1-20 pertaining to Part 225.7(a) of
6 NYCRR covering fuel oil reports sampling and analysis; added Condition #1-9 under
citation 227-2.3(g) requiring quarterly reports on NOX-RACT compliance (including fuel
oil and natual gas consumption data); added Conditions #1-12 and 1-15 regarding
Opacity CEMs . Conditions #1-13 and #1-16 outline maintenance and reporting duties for
operators of Opancity CEMs; added Condition #1-5 on State part of the permit regarding
fuel composition and use and expired Condition #21 regarding fuel composition and use
(Federal part of permit).

Project Description:
The Department proposes
to modify the Title V Facility Permit issued on 11/27/2001 to
North Shore Towers Apartments Inc. located at 272-40 Grand Central Parkway, Floral
Park, NY 11005, a 1,835-unit cooperative apartment complex with an integral total
energy plant.
The nature of changes involves
the following: Condition #1-9 is moved from Federal
requirement side of the permit to State part as condition #2-13; added condition #2-6
regarding EPA approved State Implementation Plan pertaining to fuel composition and
use; condition #1-14 language includes monitoring the facility's compliance with the
NOx-RACT standards of Part 227-2.; condition #1-10 changed to specify a 5-year record
maintenance period.
The permittee may submit
