State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The applicant proposes to enhance habitat for waterfowl migration and production by constructing seven large potholes and connecting level ditches within a six acre area of New York State regulated freshwater wetland MN-2 (Class 2). The project will involve excavation of 17,800 cubic yards of soil, which because of site limitations will remain on-site and will be used to enhance existing islands of upland habitat within the wetland. The wetland currently consists of dense cattail monotype. The project also includes a boardwalk which will be used for educational field trips for school children. Thirty foot undisturbed buffer areas will be preserved adjacent to drainage ditches and property line as sediment control measures during project construction to protect water quality of a Tributary of Irondequoit Creek (Stream Classification of Class C) that flows adjacent to the property. The project is being conducted in conjunction with the U.S. Department of Agriculture’s  Natural Resources Conservation Service under the Wetland Reserve Program. The access point for the project site is located on Mendon Center Road, approximately 1500 feet north of the intersection with Smith Road, in the Town of Mendon, Monroe Co.
