Project Description:
The applicant proposes to upgrade the public boat launch on the north shore of Lake Bonaparte by constructing a 25' long x 15' wide precast concrete boat ramp, excavating of 3' of sand from a 25' long x 15' wide launch channel and installing a 50' long x 15' wide shotrock fill dock structure for public access and maintenance purposes.
State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
The Department has made a tentative determination to approve this application for a new SPDES permit for a proposed discharge of up to 850 gallons per day of treated sanitary wastewater into the East Branch St. Regis River {Class C(T)} from a new onsite septic tank and sand filter treatment system at a store and small diner located at 763 Converse Road in the Hamlet of Fort Jackson in St. Lawrence County.  The applicant proposes to disturb the bank and bed of the East Branch St. Regis River to install 4 inch outfall pipe for the sanitary wastewater treatment system.  A draft SPDES permit and application is available for review and comment at the Region 6 Watertown office.
