Project Description:
The
Mid-Hudson Psychiatric Center is a state owned forensic Psychiatric Hospital
located in New Hampton, Orange County. The campus consists of 28 heated buildings,
17 of which receive steam from the central boiler plant located in building 9. The central
boiler plant contains 2 Johnston model PFPX300-4-150S 300 horsepower boilers which
operate at a maximum heat input capacity of 12.55 mmBTU/hr and on Johnston model
PFPX150-4-150S boiler which operates at a maximum heat input capacity of 6.28
mmBTU/hr. All three boilers are capable of firing natural gas, No. 2 distillate oil and No.
6 residual oil. These boilers replace the temporary trailer mounted boilers previously
utilized by the facility and are subject to the requirements of 40 CFR Part 60 Subpart Dc-Standards
of Performance for Small Industrial-Commercial-Institutional steam
Generating Units. Boiler emissions are exhausted to individual 60 foot stacks defined in
the permit as emission points 0002A, 0002B and 0002C.
The
Psychiatric Center also operates two diesel powered generators (1,500 kw and 600
kw Caterpillar) both of which function primarily as emergency generators to provide
electrical power to the facility when utility sources of power are not available. The
permit defines these sources under emission unit points 00005 and 00006. The 1,500 kw
generator is enrolled in Orange & Rockland Utilities Emergency Demand Response
Program.

Project Description:
The applicant proposes to
construct a self-cleaning metal fish barrier within the West
Branch Croton River, Class B(t), at the outlet of Lake Sagamore in order to prevent the
migration of triploid grass carp from the lake. The project includes installation of a pre-cast concrete
block anchor, excavation of gravel deposited by floodwaters, filling and
regrading a high flow channel, and construction of gabions and rip-rap at the outlet to
prevent erosion and scour of embankments. Triploid grass carp will be used for aquatic
plant management within the lake. The project is located on the eastern shore of
Sagamore Lake on the west side of Sagamore Drive, approximately 500 feet north of Old
Forge Drive in the Town of Kent, Putnam County.

construct a wooden walkway, 136 feet in length, within

fill portions of Freshwater Wetland N-25 (Class II) and the 100
foot adjacent area in order to construct a single family residence on a 12-acre parcel.
Activities proposed within the Freshwater Wetland include construction of a 10 feet wide
unpaved driveway and drainage improvements. Activities proposed within the adjacent
area include construction of a portion of the unpaved driveway. The total area of
disturbance to the wetland is 0.09 acre; the total area of disturbance to the adjacent area is
0.02 acre. The project is located on the northwestern side of New Prospect Road, 1000
feet east of Brimstone Hill Road in the Town of Shawangunk, Ulster County.

Project Description:
The Department has made
a tentative determination to approve this SPDES permit
application for the discharge of storm water from the White Plains Electrical Substation
located at 9 New Street in the City of White Plains. The storm water discharge will be
routed through an on-site oil/water separator to the City of White Plains storm sewer
system at North Lexington Avenue and ultimately discharged to the Bronx River (DEC
Water Index No. ER-3; Class C(T)). The oil/water separator is being installed as part of
a proposed upgrade and remediation of the White Plains Electrical Substation. The
permittee will be required to maintain records and report data to verify compliance with
the SPDES permit conditions and discharge limits. A draft SPDES permit is available for
review at the NYSDEC Region 3 office (SPDES #NY-0265039).
