Project Description:
The Department has prepared
a draft permit pursuant to Article 19 (Air Pollution Control)
of the NYS Environmental Conservation Law and made a tentative decision to approve
an application for an Air State Facility Permit for OSG Norwich Pharmaceuticals Inc for
their Woods Corners Plant located at Rt 320 - Woods Corners, Norwich, NY. The
facility is a division of Outsourcing Services Group, Inc and operates pharmaceutical
manufacturing processes consisting of reactors, vessels, centrifuges, dryers, blender,
storage tanks, a scrubber for air pollution control , and miscellaneous material handing
operations.
Emissions from this facility
are controlled in accordance with multiple State and Federal
regulations. The draft permit contains federally enforceable conditions which will limit
(cap) the facility’s potential to emit volatile organic compounds (VOCs) and hazardous
air pollutants (HAPs) to below the applicability levels of 6 NYCRR Part 201-6 and
40CFR70, Title V Facility Permits and 40 CFR 63, subpart GGG, National Emission
Standards for Pharmaceutical Production. By accepting these state and federally
enforceable emission limits and conditions the facility will not be subject to these
requirements. The facility will be subject to all other applicable state and federal
requirements. The permittee will be required to maintain records and monitor facility
emissions to verify compliance with permit conditions and limits.

relevant supporting materials and regulations are available
for review during normal business hours at the DEC office provided in this notice.

Project Description:
The Onondaga County Department of Water
Environment Protection proposes to install
approximately 500 feet of 6 inch sanitary sewer force main within or near the streambank of
Butternut Creek along the west side of Jamesville Road, between the I-481 S entrance ramp
and the I-481 N exit ramp, all located in the Town of DeWitt, Onondaga County. No work is
proposed within the streambed. This work is part of a larger project to eliminate the present
Jamesville Penitentiary Wastewater Treatment Plant discharge to Butternut Creek by connecting
to an existing sewer at Nottingham Road.
