Project Description:
The Department has made
a tentative determination to approve a permit modification for
the discharge of groundwater remediation and decontamination water to Patroon Creek at
the Colonie Interim Storage site, located at 1130 Central Avenue, Town of Colonie,
Albany County. Effluent standards for iron, total copper, total zinc and total lead will be
revised from 0.6mg/l, 0.03mg/l, 0.3mg/l, and 0.03mg/l to 1.9mg/l, 0.09mg/l, 0.86mg/l
and 0.1mg/l, respectively while the flow rate is being decreased from a maximum design
flow rate of 0.29 million gallons per day (mgd) to a daily maximum of 0.036mgd. A draft
permit is available for inspection and comment at the Region 4 Office. SPDES #NY-0261084

Project Description:
The Department has determined
that a State Facility Permit application from the Iroquois
Gas Transmission System owner and operator of the Athens Compressor Station is
complete. Iroquois Gas is proposing to construct and operate a natural gas-fired
combustion turbine with a rated heat input of 97 MMBtu/Hr and compressor to boost
natural gas pressure in their gas pipeline. This facility presently is permitted to operate an
existing natural gas fired turbine, compressor and auxiliary equipment.
The Department also prepared
a draft State Facility Air Permit and an associated permit
conditions for this facility. If comments are received which raise significant issues or
provide additional relevant information, the Department may modify the Draft State
Facility Permit.
