|Notice of Acceptance of Final EIS|
Rockland County - The Rockland County Sewer District No. 1, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Western Ramapo Wastewater Treatment Plant. A public hearing on the Draft EIS will be held on September 26, 2002 at 6:05 p.m. at 11 New Hempstead Road, New City, NY. Comments are requested and will be accepted by the contact person until October 7, 2002. The action involves the Construction of an advanced wastewater treatment plant to serve the sewer extension, which includes the Villages of Hillburn and Sloatsburg, and the western portion of the Town of Ramapo. The advanced wastewater treatment plant will also serve the Tuxedo Mountain Apartments and potentially the Town of Tuxedo's existing plant, the subdivision of Tuxedo Reserve, and the Palisades Interstate Park. Furthermore, a portion of the existing Rockland County Sewer District No. 1, which includes the Town of Ramapo and is currently served by the District's Wastewater Treatment Plant located in Orangeburg, New York will also be potentially routed to the new treatment plant. By directing flow from the existing Rockland County Sewer District No. 1 to the new treatment plant, additional water will be available to recharge the aquifer and begin to alleviate the existing drought conditions. In addition, the treatment plant will eliminate failing subsurface discharge systems and protect the sole source aquifer. The treatment plant will consist of primary and secondary clarification, biological nutrient removal, microfiltration, UV disinfection, and sludge handling facilities. The plant will accommodate up to a flow rate of 5.0 mgd. The treatment plant will be located approximately 800-feet from one discharge location and approximately 10,000-feet from a second outfall. Both discharges will be to the Ramapo River. In addition, this action includes modifications to the Western Ramapo Sanitary Sewer project. The treatment plant will be located in the Village of Hillburn, Rockland County, New York at the Route 17/I-287 interchange. The sanitary sewer system modifications are located generally along Route 17 and I-287.
