Project Description:
The applicant proposes to install a dry hydrant for fire protection in Tributary 8 of the Black River, West of Andrews Road, 400' south of its intersection with Rutland Hollow Road, 3.75 miles east of East Watertown.  A 20' x 20' x 4' deep excavation is proposed to create a reservoir.  The site is located in regulated freshwater wetland RU-8, a 102 acre Class II wetland, predominantly wet meadow at the project site.
State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment: Comments on this project must be submitted in writing to the Contact Person no later than Sep 20 2002.

Project Description:
The applicant, in conjunction with the USDA Natural Resources Conservation Service Wetland Reserve Program (WRP), proposes to develop approximately ten acres of shallow water duck nesting habitat by retaining seasonal flood waters from the Middle Branch of the Oswegatchie River at his property north of French Settlement Road 3.5 miles south of the Village of Harrisville.  Construction would include excavation, nesting island construction and ditch plugs to create functional nesting habitat.  The site is located in regulated freshwater wetland RC-3, a 322 acre Class II floodplain wetland.
State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. The report of the survey is on file. No archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
