Project Description:
The Department has drafted
a permit pursuant to Article 19 (Air Pollution Control) of the
NYS Environmental Conservation Law (ECL) and made a tentative determination to
approve this application for an Air State Facility Permit for the applicant's proposal to
construct a new facility that would be conducting activity involving chromium and
sulfuric acid anodizing and spray coating of aerospace and steel parts. The 2 Emission
Units of the facility consist of spray coating and drying of coated parts in an oven, and
cleaning and anodizing of aluminum and aluminumalloyed parts. The spray coating and
drying unit consists of 3 Emission Points. The parts cleaning and anodizing unit consists
of 2 Emission Points. The spray coating and drying operations are subject to 6 NYCRR
Part 228 (Surface Coating Processes) and 6 NYCRR Part 212 (General Process Emission
Sources) regulations that require the utilization of compliant paints and emissions of
toxics below the acceptable concentrations in the atmosphere. Emissions from the
chromic acid anodizing tank are regulated under 40 CFR Part 63 Subpart N (National
Emission Standards for Chromium Emissions from Hard and Decorative Chromium
Electroplating and Chromium Anodizing Tanks) and testing for these emissions is
required shortly after the issuance of the State Facility Permit. Emissions from the
sulfuric acid anodizing tank are regulated by 6 NYCRR Part 212 (General Process
Emission Sources).
The application, draft permit,
relevant supporting materials and regulations are available
for review during normal business hours at the DEC office provided in this notice.
Comments of support or objection may be made by filing a written statement by the
deadline indicated. DEC may schedule a public hearing based upon an evaluation of the
nature and scope of any written objections raised. Hearing notices will contain
instructions on filing for party status and submitting comments.

Project Description:
The applicant proposes to
construct 197 linear feet of low-sill navy bulkhead connecting
to two existing low-sill bulkheads located seaward of apparent high water and adjacent to
intertidal marsh. Dredge to 4 feet below apparent low water 20 feet seaward of the
existing and proposed low-sill bulkheads with 160 cubic yards of the resultant 230 cubic
yards of spoil to be used as backfill for the new bulkhead and the excess spoil to be
removed off site. Install 8 floating docks with a maximum width of 6 feet and a
cumulative total length of 211 feet. The project is located at the Old Man's Boatyard on
Mount Sinai Harbor, Harbor Beach Road, Mount Sinai, Brookhaven Town, Suffolk
County.

Project Description:
The NYSDEC Bureau of Fisheries
proposes to submerge hardwood tree stumps weighted
with concrete into Lake Ronkonkoma for the purposes of enhancing fish habitat. If
approved, the Department plans to conduct the work in November to minimize impacts to
park users. Stumps will be moved into the lake by helicopter to help minimize impacts
to the shoreline. Stumps will be placed in 7 specific areas within the lake, all of which
will be in a minimum of 15 feet of water to avoid obstruction navigation.

authorizing an increase of the 30 day average discharge flow rate from 53,000 gallons per
day to 65,000 gallons per day, and to make various improvements to the sewage treatment
