Project Description: The applicant proposes a wetland
restoration and enhancement project to improve
wildlife habitat within a 28.9 acre USDA/NRCS Wetland Reserve Program (WRP)
easement site that contains a portion of State regulated wetland # AS-2. The project
involves restoring aquatic and emergent wetland habitat by constructing a complex of
potholes and connecting level ditches, adjacent to and within State regulated freshwater
wetland #AS-2, for waterfowl habitat. Spoil from the potholes will spread evenly over
upland, adjacent to the potholes, and will be seeded. The project site is located along
the east side of Rt. 240, about 3,000 feet south of the intersection of Kruse Road and
Rt. 240.

Bethlehem Steel Corporation
has proposed to establish Certified Emission Reduction
Credits (ERCs) for reductions in Nitrogen Oxides (NOx) and Volatile Organic
Compounds (VOCs) as a result of the 2001 shutdown of Coke Oven Battery 7 and
Battery 8, including associated boilers and by-products production plants at its facility in
the City of Lackawanna. The Department has made a tentative determination to approve
emission reduction credits in the amount of 1759 tons NOx and 305 tons VOCs.
Bethlehem Steel Corporation's application is available for review during normal business
hours at Region 9 Office of the NYSDEC in Buffalo.

Project Description: As part of a dock and bulkhead
proposal, the applicant seeks a permit to construct two
dock stairways and 95 feet of retaining wall with approximately 160 cubic yards of stone
and clay backfill on the bank of the East Branch of the Niagara River at applicant's
property (above address) about 2/3 mile northeast of the intersection of East River Road
and Harvey Road. Approximately 50 feet of the sloping north bank of the property will
remain permantly undisturbed to preserve habitat which is know to support Stiff-leaf
Goldenrod (Solidaga rigida), a "threatened" plant species in New York State.

Project Description:
The applicant proposes to
operate a solid waste transfer station and to conduct two
separate operations (separation and solidification) within an existing building owned by
the company at 1401 College Avenue, Niagara Falls. The separation process will involve
the removal of the water fraction from up to 20,000 gallons per day of animal or
vegetable fats/oils collected from grease traps or interceptors by facilities engaged in food
service activities. The water portion would be transported by truck to the Niagara Falls
Waste Water Treatment Plant (or another facility which could accept this waste stream).
The sludge produced by the separation process operation will be further solidified in a
basin by the addition of wood chips, sawdust or soil, or combination thereof, and then
transported for disposal to an approved landfill. In addition, the solidification process
would accept up to 12,500 tons per year of non-hazardous, viscous solid waste for
solidification prior to transporting to an approved landfill.
