Project Description:
The Department has prepared
a draft permit pursuant to Article 19 (Air Pollution Control)
of the NYS Environmental Conservation Law and made a tentative decision to approve
an application from Procter & Gamble Pharmaceuticals Inc. The application modifies an
existing Air State Facility Permit by removing two manufacturing processes that have
been transferred to another company and are no longer owned and operated by Procter &
Gamble Pharmaceuticals at their Woods Corners Plant located at Rt 320 - Woods
Corners, Norwich, NY. The Proctor & Gamble Pharmaceutical facility specializes in the
research and development of new products. The facility operate four (4) dual fuel
(natural gas & No.2 fuel oil) boilers that have a total heat input of 84 million Btu/hr, a
pilot plant for research and development and emergency generators.
Emissions from this facility
are controlled in accordance with multiple State and Federal
regulations. The draft permit contains federally enforceable conditions which will limit
(cap) the facility’s potential to emit sulfur dioxide to below the applicability levels of 6
NYCRR Part 201-6 and 40CFR70, Title V Facility Permits. By accepting these state and
federally enforceable emission limits and conditions the facility will not be subject to
these requirements. The facility will be subject to all other applicable state and federal
requirements. The permittee will be required to maintain records and monitor facility
emissions to verify compliance, and to submit an annual statement of compliance.

relevant supporting materials and regulations are available
for review during normal business hours at the DEC office provided in this notice.
