SEQR Lead Agency: New Paltz Town Planning Board

Project Description:
The applicant proposes to replace most of the existing wooden flashboards with an inflatable rubber dam (i.e., "crest gate") of the same height.  The project will take place on the crest of the  Sturgeon Pool dam, which is located in Rifton between NYS Route 213 and the NYS Thruway.  The new 3.54-foot high (top elevation of 132.5 feet above mean sea level) inflatable crest gate will be installed on a section of the dam approximately 325 feet wide.  Approximately 100 feet of the existing wooden flashboards at the north end of the structure will remain in place.  The purpose of the inflatable crest gate is to avoid the seasonal replacement of wooden flashboards, which is currently required.  In addition, a new sluice gate 35-foot wide will be installed by cutting down the existing concrete dam 1.96 feet to an elevation of 127.0 feet, and installing a 5.5 foot high inflatable crest gate.  The purpose of the new sluice gate is to facilitate passing ice and other debris (e.g., logs) over the dam.  The existing pool elevation of 132.5 feet will not change as a result of the project.

Project Description:
The applicant proposes to dredge approximately 80,000 cubic yards of accumulated sediment from the berthing area of its terminal located on the Hudson River in Yonkers. The project area measures approximately 5 acres and is located approximately 6 miles upstream of the George Washington Bridge.  The proposed depth of the berthing area will be increased from 30 feet below mean low water (MLW) to 34 feet below MLW through use of a closed clamshell bucket.  Dredged sediments will be disposed of at an approved ocean disposal site, subject to final review and approval from the U.S. Army Corps of Engineers.
