Project Description: The applicant seeks after-the-fact and prospective approval for a greater-than-25% expansion of the following preexisting uses: a commercial sand and gravel extraction, a mineral extraction (quarry) and industrial uses. The sand and gravel extraction was previously expanded to its current size of 16.4 acres. It is not proposed to be further expanded except for the removal of sand and gravel that may lie over the mineral extraction area. The mineral extraction was previously expanded to its current size of 37.4± acres. It is to be expanded by an additional 30acres initially and ultimately involve the entire 130± acre project site. Expanded industrial uses consist of material processing (crushing, screening, washing, and cutting), and hot mix asphalt production. Total reserves are estimated to be 40 million cubic yards of material. An average of 210,000 cubic yards (maximum 900,000 cubic yards) of material is to be extracted annually. Projected truck traffic will average 102 loaded trips per day (maximum 419 loaded trips per day). The project will normally operate during all seasons except for the winter months. Operations are to be from Monday through Saturday. Daily hours of operation are variable depending upon the activity. Some activities will start as early as 4:00 a.m. and operate until 6:00 p.m. Blasting, however, will only occur between the hours of 10:00 a.m. and 5:00 p.m.

Clinton County - Pursuant to the NYS Clean Water/Drinking Water State Revolving Fund and the State Environmental Quality Review Act, The Village of Rouses Point, as lead agency has determined that the Village of Rouses Point Water System Upgrade will not have a significant adverse environmental impact. The project involves construction of a new transmission main and elevated storage tank complete with rechlorination and metering, construct sequestrant injection system, and improvements of distribution system along transmission mains. Comments on the negative declaration will be accepted by the contact person listed below. The project is located in the Village of Rouses Point, Town of Champlain.

All Adirondack Park Counties - The Adirondack Park Agency, as lead agency, has accepted a Draft Supplemental Generic Environmental Impact Statement on the proposed Amendments to Adirondack Park Agency Regulations. The action involves proposed revisions to the Adirondack Park Agency's Enforcement regulations, specifically Part 581 of 9 NYCRR Subtitle Q. The project location is NYS Adirondack Park Agency, P.O.
