Project Description: The Department has received an Air State
Facility application from NexPress Solutions
LLC for expanded operations, which include metal part coating and printer toner and
developer production, at its facility located in buildings 82, 83, 308, and 349 of Kodak
Park in the City of Rochester and Town of Greece, Monroe County.
As part of the application, NexPress has
agreed to Special Permit Conditions which will
restrict facility hazardous air pollutant (HAP) emissions to below the applicability
thresholds of 6NYCRR Part 2016 (Title V) for a Major Stationary Source. These
restrictions will limit potentials to emit HAP compounds methylene chloride, methanol,
1,1,2 trichloroethane, and tetrahydrofuran to less than 10 tons per year each, and all
HAP compounds combined to less than 25 tons per year. The HAP 1,1,2
trichloroethane will be further limited to 1.25 tons per year, to remain below the
Department’s guideline concentration at any off site location.
NexPress has also agreed to Special Permit
Conditions to restrict emissions of volatile
organic compounds (VOC) to less than the 10 ton per year applicability threshold of
6NYCRR Part 228 Surface Coating Processes regulations.
This facility was previously able to cap
by rule pursuant to 6NYCRR Part 201-7.3, due to
emissions less than 50 percent of the thresholds above.
To verify compliance, NexPress must maintain
a log of VOC, individual HAP
compounds, and total HAP input to its coating operations, and calculate annual emission
totals. All records must be kept on site for a minimum of five years, and must be made
available with all supporting data to Department inspectors upon request.
In addition, sources at the NexPress facility
are subject to 6 NYCRR Part 212 Best
Available Control Technology (BACT) requirements for emissions of methylene chloride.
In order to satisfy this requirement, NexPress submitted a BACT evaluation which
concluded that emission control for methylene chloride would not be cost effective. The
facility also completed ambient air modeling which demonstrated that the increase in
methylene chloride emissions will not cause off site concentrations to exceed the
Department’s ambient air limits. Based on these evaluations, a maximum emission limit
of 9.1 tons per year of methylene chloride is established in the Draft Permit, with
emissions of methylene chloride to be phased out by the end of the year 2004.
