Project Description: This is a Revised Notice
of Complete Application and Extension of Public Comment
Period
The applicant proposes to
construct and operate a new 20" diameter by 4,300 foot long
pneumatic conveyer pipeline to be located partially within the adjacent area of FWW HS-101, directly
above the existing 16' line. The new pipeline will allow for the receipt of
finished cement product (GranCem/cementitious materials) by barge, and transport it to
the facility’s “C” Silos for delivery to local customers by truck through two existing
loading bays. Only five of the 10 “C” silos will be capable of accepting the
GranCem/cementitious material. A new Emission Unit, U-00GCCT, consisting of
equipment (converger, filter receiver, air lift, and alleviator) that transfers the
cementitious material from the barges, to the top of the “C” silos will be added, and
emission units U-00D36, silo loading, and U-000D8, truck loading will be modified. The
on site manufacturing of Ordinary Portland Cement (OPC) of 652,000 tons per year, is
expected to be unaffected by the change. The facility has a maximum through put of
605,000tpy of GranCem/cementitious material which would result in a maximum
increase of 1.486 tpy of PM-10 and 2.731 TPY of PM over the facilities existing
discharge of 215 tpy of PM-10 and 363 tpy of PM. It is expected that the facility will
actually only bring in approximately 88,000tpy of GranCem/cementitious material and
that the emissions figures will be much less.
St Lawrence Cement Co. is
a Portland Cement manufacturing plant built in 1966 located
on Route 9W, south of the Village of Catskill in the Town of Catskill, Greene County.
This facility is a major source for Air Permitting, producing approximately 652,000 tons
of cement per year and has a Title V Air permit from the Department. The facility is on
approximately 2248 acres of land which is on both sides of Route 9W. The 1200 acre
quarry is located on the west side of Route 9W and the plant and landfill are located on
the east side of Route 9W with the docking facility located on the bank of the Hudson
River. The facility is a wet process plant utilizing a kiln fueled mainly by coal.
Limestone mined at their quarry is crushed and combined with other raw materials and
water in order to form a slurry which is then fed to the kiln. The slurry is heated in the
kiln to produce clinker which is milled and blended with gypsum in a ball mill to produce
the Portland Cement. The operations at this facility include quarrying, raw materials
acquisition, handling and storage, bulk materials handling and storage, raw milling, kiln
operation, finish milling, cement storage and loadout.
The facility is subject
to regulations 6NYCRR Part 201, 202, 211, 212, 220, 225, 40CFR
Part 63, -Subpart LLL. The Department has prepared a State Facility Preconstruction
Permit for the application that was received from the St. Lawrence Cement Company for
their proposed new emission unit U-00GCT.
