Project Description: The Department has made
a tentative determination to approve an application for an
existing facility, Garys Mastercraft Cleaners, located at 803 Stanley Ave., Brooklyn, NY
11207. It is a dry cleaning facility using a Naphtha 140 petroleum solvent called Ashland
140 Solvent 66. The facility is not eligible for an Air Facility Registration because it
operates a vented transfer dry cleaning system using a solvent that has not been approved
by DEC as essentially free of HAPs. The facility has agreed to limit its Naththa 140
petroleum solvent consumption to no more than 2,900 gpy, thereby capping its VOC and
HAP emissions below 10 tons per year each. The facility is subject to 6 NYCRR Part 201
and also 6 NYCRR Part 212.
The application, draft permit,
relevant supporting materials and regulations are available
for review during normal business hours at the DEC office provided in this notice.
Comments of support or objection may be made by filing a written statement by the
deadline date indicated. DEC may schedule a public hearing based upon an evaluation of
the nature and scope of any written objections raised. Hearing notices will contain
instructions on filing for party status and submitting comments.
