ANNOUNCEMENT OF EXTENSION OF WRITTEN PUBLIC COMMENT PERIOD

NEW YORK STATE DEPARTMENT OF ENVIRONMENTAL CONSERVATION (DEC)

The written public comment period for the above project has been extended beyond July 19, 2002 which was the original comment deadline. Pursuant to 6 NYCRR 617 (State Environmental Quality Review) the Department will extend the written public comment period on the above referenced permit applications and the Draft Environmental Impact Statement to end at least 10 days after the close of the adjudicatory hearing for the project. An issues ruling has not been made by the DEC Administrative Law Judge and therefore a schedule for the adjudicatory hearing has not been established. Once a schedule has been established a new notice will be issued providing the final date for submitting written public comments.

If it is determined an adjudicatory hearing is not to be held, the DEC will establish a comment deadline for either 30 days after the deadline for appealing the issues ruling or after the Commissionerís decision on any appeals of the issues ruling.

Up until the time the final date is set the public may continue to submit all written comments concerning the draft preconstruction permit, draft Phase II Title IV acid rain air permit, and draft SPDES permit to Administrative Law Judge P. Nicholas Garlick, NYS DEC Office of Hearings and Mediation Services, 625 Broadway, First Floor, Albany, New York 12233-1550.

All public comments on these permits will be reviewed by DEC Staff to determine whether they raise substantive and significant issues that warrant further review through adjudication. Specific comments must be supported by full documentation and references should be limited to readily available information.

The above extension does not apply to the PSD Air permit.

Negative Declaration

Otsego County - The Planning Board of the Town of Oneonta, as lead agency, has determined that the proposed expansion of facilities at Cathedral Farms and creation of Abner Doubleday Sports Center will not have a significant adverse environmental impact. The action involves a proposed expansion and enhancement of an existing hotel and restaurant complex including: construction of three new hotel units; installation of eight junior sized baseball fields; construction of bunkhouses, bath houses and in infirmary/security station. The project will include accompanying water, sanitary sewer and stormwater infrastructure. The project location: New York State Routes 23 and 205, Town of Oneonta.

Notice of Acceptance of Draft EIS and Public Hearing

Greene County - The Greene County Industrial Development Agency, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Greene County Business Park. A public hearing on the Draft EIS will be held on August 30, 2002 at 7:30 p.m. at the Coxsackie-Athens Middle school cafeteria, Sunset Blvd., Coxsackie, New York. The action involves the development of a mixed use business park on approximately 100 acres of a 206-acre parcel of land located in the Town of Coxsackie. The project is located along the eastern side of U.S. Route 9W in the Town of Coxsackie.
