Project Description: The applicant proposes to
modify the existing mining permit and mined land use plan for
a 27-acre sand and gravel mine located on a 54+ acre parcel on Sing Sing Road in the
Town of Big Flats. The modification request seeks approval to mine the existing,
approved 27-acre Life of Mine to an elevation of 946 ft above mean sea level, a depth
increase of approximately 12 feet. The increased depth of the mine's floor will provide
approximately 300,000 cubic yards of sand and gravel reserves. The mine will continue
to operate as a traditional surface excavation of sand and gravel, and no significant
change in operation is proposed. Mining will not occur below the water table. Final
reclamation remains unchanged from that originally approved; agriculture/open space.

Project Description: The Town of Webster proposes
to construct approximately
5,600 linear feet of sanitary sewer
(force main) to serve the Webster Sandbar area and residential areas along Lake Road, Vosburg
Road, Bay Road, Sunhill Drive, and Del Rio Court in the Town of Webster, New York, to connect
to an interceptor sewer in the Town of Irondequoit, for treatment at the Frank E. Van Lare
Wastewater Treatment Facility. The project, which will be a cooperative effort between the Town
of Webster, the Monroe County Pure Waters, the Monroe County Water Authority, and Rochester
Gas and Electric Corporation, will include the new sewers described above (to replace failing
septics), a replacement of the 6-inch water main with an 8-inch water main on Lake Road, and a
new gas line along Lake Road. The utilities will be bored under the Irondequoit Bay outlet which
will require an Article 15 Permit. The project will also include two pump stations on Lake Road.
A portion of the sewers and the two pump stations will cross the adjacent area of regulated
Freshwater Wetland, as well as, a coastal erosion hazard area and natural protective feature area.
Therefore, both an Article 24 Permit and an Article 34 Permit will be required. The file is
available for review and comment at the NYSDEC Region 8 Office.

undertake a multi-purpose Canal Trail project as part of the
continuous, statewide trail network along the Erie Canal. Work under the Freshwater
Wetland Permit will include development of an 8' - 10' trail, installation of cross culverts
for drainage, and associated minor fills. Approximately 5,500 ft. of the Palmyra section
of the trail will be within the 100 ft. adjacent area of NYS Freshwater Wetland PA-31
(II), and approximately 1,000 ft. of the Arcadia section of the trail will be within the 100

Project Description: The Department has made
a tentative determination to issue a permit modification for a
State Pollutant Discharge Elimination System permit under Article 17 of the
Environmental Conservation law. The applicant proposes to modify an existing discharge
of approximately 490 million gallons per day of circulating cooling wastewater (Outfall
001) to Lake Ontario from the Rochester Gas and Electric Corporation Ginna Nuclear
Power Plant - Station 13 facility, located at 1503 Lake Road, Ontario, NY. The proposed
changes to the existing discharge includes adding a Reverse Osmosis Water Treatment
System and adding ethanolamine (ETA) to the secondary system to prevent fouling of the
steam generator tubes. The feedwater will contain 6 ppm to reduce Iron (Fe) transport to
the steam generators and the concentration of ETA in Outfall 001 will be maintained at or
below 0.7 mg/l to prevent chronic toxicity to fish species. In addition, the Department
proposes to include a new study for monitoring entrainment (pass through of aquatic eggs
and larvae into the cooling water intake). This tentative determination for the SPDES
permit modification indicates that the discharge regulated under this statute is considered
to satisfy regulatory standards for permit issuance, based on information available to the
Department at this time. As a tentative determination, the Department seeks comments on
the proposed regulated activity prior to making a final decision on permit issuance. You
