New York City (Bronx, Kings, New York, Queens and Richmond Counties) - The NYC Department of Environmental Protection, as lead agency, has determined that the proposed City-Wide Comprehensive Nitrogen Management Plan will not have a significant adverse environmental impact. The action involves a City-wide Comprehensive Nitrogen Management Plan (also referred to as the Nitrogen Management Plan) which allows for temporary increases in nitrogen loads that result from construction activities at five of the New York City’s Water Pollution Control Plants (WPCPs). The construction to upgrade the treatment processes at the WPCPs is proposed to achieve the goals of the Long Island Sound Study (LISS) and to meet water quality objectives. This plan, which would be implemented over a specified time period dictated by the Consent Order, would ultimately result in an increased level of wastewater treatment at these five WPCPs to include enhanced nitrogen removal. The WPCPs include Bowery Bay and Tallman Island in Queens, Hunts Point in Bronx, Wards Island in Manhattan, and 26th Ward in Brooklyn.

New York County - The NYC City Planning Commission, as lead agency, has determined that the proposed Bethlehem Missionary Church will not have a significant adverse environmental impact. The action involves the conversion of the meeting halls to a church and bring the pastor's residence into conformance as an accessory use. A small portion of the church building (1,039 square feet) would be demolished to facilitate a new 9,364 sq. ft. addition. The renovation would increase the size of the church from 11,547 square feet to 19,875 square feet. The pastor's residence would remain unaltered. The project is bounded by Springfield Boulevard to the east, 98th Avenue to the north, 99th Avenue to the south, and 216th Street to the west. The site is located at 218-38 98th Avenue in the Queens Village section of Community District 13, Queens.
