Article 27 Title 7 Solid Waste Management |
|
| Project is Located: | Hornellsville, Steuben County | |
|
Project Description: The City of Hornell has
applied to modify their Part 360 Solid Waste Management Permit
to add a new 51-acre landspreading site for application of stabilized sludge at the Smith
Farm located at Upper Glen Avenue and Dewey Road in the Town of Hornellsville. This
will increase the total acreage to be utilized for landspreading owned by Mr. Smith to 185
acres. A portion of the proposed new acreage has a vertical separation distance to
groundwater of less than 24 inches. The Department proposes to allow landspreading on
these areas only when the groundwater separation is 26 inches or more, as demonstrated
by test pits. The City of Hornell has also applied for a permit modification and Part 360
variance to land apply digested sludge with copper concentrations above 1,000 parts per
million. The Department has tentatively approved this variance as it is consistent with the
federal standard of 1,500 parts per million. The Department is in the process of revising
360-4, and the draft regulation reflects this federal standard. The file is available for
review and comment at the NYSDEC Region 8 office.
