Project Description: The Department has made
a tentative determination to approve an application for an Air
State Facility Permit from Barrett Paving Materials, Inc. at their asphalt plant located on
Old Vestal Road, Vestal, NY. The facility consists of one asphalt plant and associated
control equipment in the manufacturing of asphaltic concrete. The facility consists of one
hot mix asphalt plant and associated control equipment used in the manufacturing of
asphaltic concrete. The hot mix facility includes one 5 ton batch plant. The batch plant
has one process source (dryer) and one primary control.
Barrett has requested federally
enforceable permit conditions that will limit (cap) the
facility's potential to emit Carbon Monoxide (CO) to less than 100 tons per year. This
will be accomplished by limiting the production of asphalt to 580,000 tons per year, on a
12-month rolling average basis. By accepting the state and federally enforceable
emission limits and conditions, Barrett Paving will not be subject to Title V (40CFR60)
of the Clean Air Act Amendments of 1990. The facility will be subject to all other
applicable requirements of 6 NYCRR Subchapter A. The permittee will be required to
maintain records and report this data to verify compliance with permit conditions and
limits.
The application, draft permit,
relevant supporting materials and regulations are available
for review during normal business hours at the DEC office provided in this notice.
Comments of support or objection may be made by filing a written statement by the
deadline date indicated. DEC may schedule a public hearing based upon an evaluation of
the nature and scope of any written objections raised. Hearing notices will contain
instructions on filing for party status and submitting comments.
