State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

The applicant proposes to renew and modify an existing permit to mine sand and gravel on a 205 acre parcel owned by Clifford Bullock, 2227 CR 24, Edwards, NY 13635 and Charles Bullock, 2116 CR 24, Edwards, NY 13635.  The site is located 400' south of CR 24, 1.3 miles east of the Village of Edwards.  The current approved life of mine is 5 acres and an additional 9.5 acres would be added as a modification to permit.
State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.

The applicant proposes to repair a dam at the outlet of Weller Pond located 1 mile west of the St. Lawrence/Franklin County line, 14 miles east of the hamlet of South Colton and 12 miles southeast of the hamlet of Hopkinton.  Repairs would include 145' of steel sheetpiling, 4' diameter manhole as a morning glory spillway, 24" outfall pipe, 12' wide auxiliary spillway.
