place 4.5 sections of corrugated sheet steel, each 20 feet long

every 4 feet and will impact 90 lineal feet of stream channel. The project site is located
upstream of a small in-stream pond on the applicant's property off Strackville Rd, west of
Peasleeville.

Project Description: The Department has prepared
a draft permit and is prepared to issue the State Facility
permit to the applicant for emissions from the manufacturing of polyethylene sheet foam.
The primary contaminant from the manufacturing process is a volatile organic
compound(VOC) that is a blowing agent. All blowing agent released during the formation
and oven curing of the foam sheet will be captured and exhausted to an oxidizer for
destruction. There will be a limited release of blowing agent from the product during the
storage and handling processes. The facility will operate under federally enforceable
conditions that limit the emission of VOC's to below the major source threshold of 50 tons
per year. There are no other contaminants that have emission potentials at major source
levels. Copies of the draft permit are available at the DEC Warrensburg office by
contacting Michael Sundberg, P.E. of the Division of Air Resources staff.

Project Description: The Department has drafted
and made a tentative determination to approve a revised Title
V facility permit in response to an application from the permittee. Hollingsworth & Vose
Company is a manufacturer of technical industrial papers and non-woven fabrics. The
requested modification involves an upgrade of the paper drying units. This modification
will not require an increase in emission limits contained in the existing permit. In addition
to the modification requested by the permittee the Department has also made several
changes to the existing permit. These changes include more specific language regarding
testing and reporting requirements, the consolidation of some existing permit conditions
and administrative changes to the mandatory requirements contained in the original permit.

(the “permitting authority”) that are relevant to this permitting decision should contact the

and the comments received on it to determine whether
to hold a public hearing. A public hearing may be legislative or adjudicatory. A legislative
public hearing is a proceeding which provides an additional opportunity for public
comment. DEC’s determination to hold a legislative public hearing will be based on
whether a significant degree of public interest exists. If a legislative public hearing is to
be
held, a Notice of Hearing will be published which will include the time and place of the
hearing and submitting comments. The applicant and all persons who have filed comments
on the permit will be notified by mail of the public hearing. Comments and requests for a

An adjudicatory public hearing
is a trial type proceeding which provides the opportunity
for adjudication on the basis of evidence, including direct testimony and cross
examination. An adjudicatory hearing is held only if substantive and significant issues
relating to any findings or determinations the Department is required to make pursuant to
the Environmental Conservation Law exist. A copy of the Department’s permit hearing
