Clean Water State Revolving Fund (CWSRF) for Water Pollution Control
Supplement to Second Quarter Update of the 2002 Intended Use Plan (IUP)

The 2002 IUP for the CWSRF was issued in September 2001. Since that time, applicants have requested funding for additional projects. Eligible water quality protection projects must be included in the IUP to receive low interest rate financing.

The New York State Environmental Facilities Corporation (EFC) and the Department of Environmental Conservation (DEC) issued the Second Quarter Update of the 2002 CWSRF Intended Use Plan in May of 2002. The Update provided interested parties with new and updated information regarding projects listed in the 2002 IUP.

Amendment No. 1 to the 2002 IUP was finalized June 17, 2002. The Amendment allows not-for-profit organizations to be listed in the IUP and apply for CWSRF financing for eligible land acquisition projects during the current 2002 IUP financing period.

A Supplement to the FFY 2002 Second Quarter Update has been prepared to include not-for-profit land acquisition projects. The Supplement lists not-for-profit organization land acquisition projects that may qualify for and receive financing prior to September 30, 2002. These projects have been listed in Category C of the Annual and Multi-Year Project Priority Lists. There will be no impact on CWSRF long-term financing of projects listed in the 2002 IUP and the associated Updates.

A notice regarding the draft Supplement to the Second Quarter Update was published in the June 26, 2002 issue of the Environmental Notice Bulletin (ENB). Comments were accepted until close of business, Friday, July 12, 2002. No public comments were received that necessitated revision of the Supplement. Therefore, the Supplement to the Second Quarter Update of the 2002 CWSRF IUP is final.

Positive Declaration and Notice of Acceptance of Draft Generic EIS and Public Hearing

Statewide - The New York State Office of Parks, Recreation & Historic Preservation (OPRHP), as lead agency, has determined that the proposed Adoption and Implementation of the Statewide Comprehensive Recreation Plan 2002 may have a significant adverse environmental impact and a Draft Generic Environmental Impact Statement has been prepared. The public comment period ends on September 6, 2002. A public hearing will be held on August 27, 2002, the Workshop will be from 2:00 - 3:00 p.m. and the Hearing will be from 3:00 - 5:00 pm and 7:00 - 9:00 pm at the Gideon Putnam Room, Administration Building, Saratoga Spa State Park, Saratoga Springs, NY. The Statewide Comprehensive Outdoor Recreation Plan periodically provides policy direction and serves as a status report and an overall guideline for recreation resource preservation, planning and development throughout the state. The project is located statewide.
