wetlands on Route 33 and N.Y.S. Route 5, and Black Creek (regulated under Article 15).

Project Description: The applicant has filed
an initial State Facility Permit for the Ontario Landfill LFG to
Energy Facility proposed to be located adjacent to the Ontario County Landfill on NYS
Routes 5 and 20 in the Town of Seneca, Ontario County. This is a landfill gas to energy
facility which will combust landfill gas to produce electrical power for sale on the open
market. A total of four Caterpillar G3516 Sixteencylinder internal combustion engines
fueled by scrubbed landfill gas, driving four generators will produce about 3.2 MW of
electricity that will be sold to the New York Independent System Operator. All four
engines will operate under a Federally enforceable cap that will limit the potential to emit
oxides of Nitrogen (NOx) to below the 100 tons per year major source threshold by
operating each engine at 2.17 grams per brake horsepowerhour (g/bhphr). Additionally,
carbon monoxide emissions will be capped below 100 tons per year by operating each
engine at 2.17 g/bhphr. Application materials are available for public review and
comment at the Regional Office of NYS DEC.
