Project Description: This Department has received
a request to issue a permit and has drafted an Article 19
(Air Pollution Control) of the Environmental Conservation Law, an Air State Facility
Permit, at the facility located at Remington Arms Company, Inc., 14 Hoefler Avenue,
Ilion, New York 13357.
The facility produces small
firearms, the components for the firearms, and the production
of commercial products through the application of powdered metal mixing technology.
The facility consists of process Emission units 1-BRAZE, 2-HTTRT, 3-HCLTK, 4-PMMIM, 5-NOHCL and 6-MISCL. The emissions associated with the above referenced
units are particulates, volatile organic compounds, Nitrous oxides, sulfur dioxide, and
hazardous air pollutants. The hazardous air pollutant is, cadmium, chromium, cyanide
compounds, glycol ethers, hydrogen chloride, hydrogen fluoride, lead, manganese, and
nickel.
This permit includes federally
enforceable conditions to limit considered to "cap"
emissions below the applicable threshold level set forth in 6NYCRR part 201. The draft
permit with conditions is available for review in the Region 6 NYS DEC office in
Watertown, New York.

Project Description: The Department has made
a tentative determination to modify the existing SPDES permit
for the facility. Changes to the existing permit include revised effluent limitations based
on a BAT/BPJ analysis of the facility's discharges and the projected 25% increase in
production, more stringent PCB effluent limits in accordance with current Department
guidance, addition of storm water and remedial outfalls, addition on Best Management
Practices plan requirements, addition of a EPA Method 1668A (PCB congener specific)
study requirements, and updates site process flow diagrams.
