Project Description: The applicant proposes
to undertake a waterfront rehabilitation project along the shorelines of
Mill River, East Rockaway Channel and Talfor Basin which entails the development of a new
waterfront park, the reconstruction of the existing Village marina facility with the addition of a
new fishing pier and the stabilization / restoration of a section of eroded shoreline. The work
includes the reconstruction of approximately 1800 linear feet of bulkheading with maintenance
dredging of the areas up to ten feet seaward, and placement of the resulting material behind the
new structure as backfill. The existing platforms, ramps and floating docks at the Village marina
in Talfor Basin will be replaced. Across the basin, new platforms, ramps and floating docks will
be installed for transient mooring along the bulkheading at the new White Cannon Point Village
Park. The existing Village parking area at the railroad station and adjacent to Mill River will be
regraded with eleven new parking spaces added. The project includes a number of measures to
improve surface water quality, including the installation of new surface runoff infiltration
chambers beneath the railroad station parking area and beneath Althouse Avenue and Dock
Street adjacent to the marina. A new pumpout system for vessel holding tanks will also be
installed at the marina.

Project Description: The applicant proposes to
discharge backwash from Manganese Greensand water filters
associated with the water supply wells at this facility. The discharge would occur during
the filter regeneration process and the wastewater would include approximately four
percent Potassium Permanganate in solution. Discharge would be to surface water in the
form of a recharge basin. A ground water monitoring well would be installed down
gradient from the recharge basin. During discharge samples would be taken from the
influent to the recharge basin as well as from the monitoring well. The results of such
sampling would be reported to the Department.
