Project Description: The Department has received an Air State
Facility application from Gorbel Inc for the
expansion of its metal coating operations at its Fishers Facility, located at 600 Fishers
Run in the Town of Victor, Ontario County.
Facility operations include cutting, welding
and painting for the production of overhead
crane systems and associated components. The expansion involves the addition of 2
new paint spray booths, with 2 new emission points, to the single Facility Emission Unit,
0-00001.
The facility will be subject to 6 NYCRR
Part 228, which limits the VOC content of surface
coatings. The Part 228 cap on potential VOC emissions in the original ASF Permit no
longer applies since VOC emissions may exceed 10 tons per year.
As part of this application, Gorbel Inc
proposes Special Permit Conditions to limit
surface coating use to restrict emissions of hazardous air pollutants (HAP) to below the
6 NYCRR Part 201-6 (Title V) thresholds of 10 tons per year of any individual HAP
compound, and 25 tons per year of all HAP combined.
To verify that the facility is in compliance
with these permit conditions, Gorbel Inc will be
required to maintain a log of monthly coating use by coating type at the entire facility,
calculate monthly totals and 12 month rolling totals of emissions of individual HAP
compounds and emissions of all HAP combined, and report emissions to the
Department annually. Emissions records are to be maintained at the facility for a
minimum of five years, and made available with all supporting data to Department
inspectors upon request.
