Project Description: The Department of Environmental
Conservation has made a tentative
determination to approve
an application for Article 19 (Air Pollution Control) of the NYS
Environmental Conservation Law (ECL) filed by Verizon Communication and has
prepared
a Draft State Facility Permit.
The Verizon Communications operates telecommunication
equipment and administrative
support at the above mentioned location. Existing
stationary
combustion includes two
boilers and two emergency turbines. Verizon proposes to install
two
1,000 kw and two 500 kw
reciprocating gas fired engine generator sets and seven 200 kw
fuel cells. The Draft Permit
restricts the facility's fuel usage, which will limit emissions to
less than 22.5 tons per year Nitrogen Oxide, NOx. This limitation will keep the facility's
emissions below major stationary source thresholds and it will not be subject to Title V
operating permit provisions. The permittee will be required to maintain records and
report data to verify compliance with permit special conditions.
By accepting these State
and Federally enforceable conditions in the permit, the permittee
agrees that it will comply with the facility fuel use restriction described above, the general
conditions in the permit, all applicable regulations and the ECL.
The application and the
Draft Permit are available for review at the Region 1 office in
Stony Brook. The facility
is located at 741 Zeckendorf Blvd., Garden City, Nassau
County.
