State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
Proposed installation and operation of new well #PW-6 in the Vischers Ferry Preserve Well Field (taking up to 800 gallons per minute), to ensure an adequate supply of public water during peak summer demand.  The project includes new water and electric lines to connect the well to the existing water main; utility lines will cross 36 linear feet of Freshwater Wetland #N-20 (class I) and 100 feet of wetland adjacent area.  The site is located to the south of River View Road, near the Mohawk River, Town of Clifton Park.
State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: Clifton Park Town Water Authority
State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

CTI Agri-Cycle requests a permit modification to accept the following additional feedstock at its existing Buskirk composting facility:  biosolids compost generated at the Resource Control Composting, Inc.(RCCI) facility in Springfield, MA.  The biosolids originate from the Springfield Regional Wastewater Treatment Facility, and have been composted at RCCI for a minimum of 21 days.  Biosolids would be composted on the existing pad in separate and distinct windrows from the other feedstocks that Agri-Cycle is currently composting.  The facility is located on the north side of Belle Road, approximately 0.4 mile west of King Road, Town of Cambridge.
