Project Description: Project Description: The department has received a Title 4 (Phase 2-Acid Rain) permit
application from the Rensselaer Cogen Facility, for the permitted (Article:19 Title 5)
operation the combined-cycle plant generating steam and electrical power (79 MW)
utilizing a stationary gas turbine, a heat recovery steam generator with a duct burners and
a steam turbine generator. The electric power is sold to Niagara Mohawk. The facility is a
wholly owned subsidiary (Fulton Cogeneration Associates) of the El Paso Corporation of
Houston, Texas. The facility is also operated by the El Paso Corporation.
Public Notice: The
New York State Department of Environmental Conservation
(NYSDEC) hereby notices a complete application and draft Title 4 permit and an
associated set of permit conditions for the Rensselaer Cogen Facility . The Permit shall be
in effect for a maximum of 5 years. The final permit effective date will be the date of
permit issuance following the public notice and comment period. The final permit
expiration date will be the same date of the expiration of the facility’s existing Title 5
permit (December 4, 2005).
Issuance of this permit
will allow the Department to enforce requirements of the Acid
Rain Program. No emissions increase will result from issuance of this permit. Prior
permits issued to this facility remain in force.

Project Description: Project Description: The
Department has received a Title 4 (Phase 2-Acid Rain) permit
application from TransCanada Power Castleton. The
facility is owned by
TRANSCANADA POWER CASTLETON LLC. The facility is a cogeneration,
combined cycle plant generating steam and electrical power using a stationary gas
turbine, a heat recovery steam generator with a duct burner and a steam turbine generator.
Steam is provided to the host facility (Fort Orange Paper Company) where it may be used
as process steam or for heating. The electric power is sold to Niagara Mohawk. The net
power output for the plant is 60MW.

Permit shall be in effect for a maximum of 5 years. The final permit effective date will be

Title 5 permit (September 20, 2005).
