Project Description: The project subject of Adirondack Park Agency review is the replacement of four culverts involving wetlands under the Newcomb Lake Road. A total of 37 culverts will be replaced, but just four involve wetlands and are, therefore, subject to Agency review jurisdiction. The wetlands impacts will be temporary and not permanent. No new filling or dewatering will occur. No trees over 3" in diameter will be cut and the only waste material (which will be disposed of off-site) are the old culverts themselves.

Project Title: Patrick Armstrong

Project Description: Applicant proposes a new sand and gravel extraction with a proposed annual production of 100,000 cubic yards of sand and stone. Hours of operation will be Monday - Friday 7a.m. to 6p.m. and Sat. 7a.m. to 5p.m. A portable screening/crushing plant will be on-site occasionally and will operate within the hours of Monday through Friday 7 a.m. to 3 p.m. The life of mine will be 8 years with approximately 8 acres to be left open and unreclaimed at any time. No blasting will occur. No wetlands or streams are involved.

Negative Declaration

Warren County - The Town of Queensbury Planning Board, as lead agency, has determined that the proposed Cedars Senior Living Facility will not have a significant adverse environmental impact. The action includes various local, state and federal approvals for a senior independent living facility consisting of 114 apartments and additional common living areas. On-site sewage, municipal water, and construction of a private road will be needed. The project is located at 685 Bay Road (just south of Church of the King), Town of Queensbury.

Warren County - The Town Board of the Town of Stony Creek, as lead agency, has determined that the proposed Demolition of existing Highway Department Garage. The action involves the demolition and replacement of Highway Department Garage. The project is located at 52 Hadley Road, Municipal Office Park, Stony Creek.

Positive Declaration and Notice of Draft EIS and Public Hearing

Washington County - The New York State Department of Environmental Conservation, as lead agency, has determined that the proposed Jointa Galusha may have a significant adverse environmental impact and a Draft Environmental Impact Statement has been prepared. The project was re-noticed in the ENB on June 13, 2001. As provided in the Supplemental Notice, comments on the Draft EIS are requested and will be accepted by the contact person until August 5, 2002. A public hearing on the Draft EIS will be held on July 25, 2002 at 7:00 PM at the Hartford Town Highway Garage located adjacent to the Town Hall in the hamlet of Hartford, Washington County. More detail on the project, Draft EIS, document availability, deadline for public comment, deadline for filing for party status and the hearing schedule can be found in the Supplemental Notice which is available at www.dec.state.ny.us/website/ohms/notices/Jointa5.htm. The project involves expansion of mining operations to include a 190 acre rock quarrying site on a 1300 acre parcel of land owned or controlled by Jointa Galusha. NYSDEC accepted a Draft EIS for the project on November 22, 2000. A Combined Notice of Complete Application, Notice of Acceptance of Draft EIS and Notice of Public Hearing was first published in the ENB on November 29, 2000. A separate Notice of Acceptance of Draft EIS and Public Hearing was published in the ENB on December 6, 2000. The project is located approximately 3/4 of a mile north of NYS Route 149, approximately 3/4 of a mile south of Baldwin Corners Road and approximately 3/4 of a mile east of the Champlain Canal entirely within the Town of Hartford, Washington County.
