Project Description: The Rand Water Corporation has applied for a Water Supply permit (WSA# 10311) to confirm its past acquisition and continued operation of the existing water supply and distribution system, originally installed by Novak Enterprises pursuant to Water Supply Permit (WSA# 8769 dated April 28, 1994), and for the continued taking of a supply of water in amounts estimated to average 48 gallons per minute (gpm) from 2 wells (BF#3 & BF#4) having capacities of 86 gpm and 125 gpm respectively. Rand wishes to continue to serve water to the 158-lot Brandt's Farm Subdivision (a.k.a. Covered Bridge Subdivision) and three nearby commercial/office properties, all located off NYS Rt. 82, just south of the Taconic State Parkway, in the Town of East Fishkill. Rand has also applied to install a 12-inch diameter buried water line across the bed of the Whortlekill Creek, a Class C(t) stream, in order to extend its water mains from Brandt’s Farm to serve the proposed 39lot "ClarionBridge" residential subdivision. Rand has applied to take an additional supply of water in amounts estimated to average 15 gpm from the two wells referenced above to serve the proposed ClarionBridge Subdivision. The combined water taking for both the existing and proposed subdivisions would average 63 gpm. The Clarion Bridge Subdivision is also located off NYS Rt. 82, just south of the Taconic State Parkway, in the Town of East Fishkill, Dutchess County. |

Project Description: The Department has made
a tentative determination to approve a variance to volatile
organic compound (VOC) control requirements applicable to Ametek Rotron. This
facility is subject to Reasonably Available Control Technology (RACT) requirements
pursuant to 6NYCRR Part 228 Surface Coating Processes. Specifically, in accordance
with Part 228 and pre-existing permits, VOC emissions were limited to 3.0 pounds per
gallon of coating. Ametek Rotron requested a variance from this limit. A technical and
economical RACT demonstration has been made to the satisfaction of the Department,
and therefore the facility will no longer be subject to the 3.0 pound per gallon limit. The
new VOC limit will be 12.5 tons in any consecutive 12 month period and will be
specified in an Air State Facility Permit. This new limit will be more restrictive than the
existing facility VOC emission limit of 8166 pounds per month (equal to 49 tons in any
consecutive 12 month period).
