The applicant proposes to construct an 88 unit single family residential subdivision on a 90 acre parcel located at the northeast corner of NYS Rte. 370  and Patchett Rd.in the Town of Lysander.  The project proposes disturbance of 1.01 acres of Freshwater Wetland BAL-14 for construction of 2200 linear feet  (20 foot wide disturbance) of sanitary sewer pipe and conversion of 2.75 acres of adjacent area for residential lawns.

SEQR Lead Agency: Lysander Town Board
State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have an impact on registered or eligible archaeological sites or historic structures. The department must consult further with OPRHP before making a final decision regarding the issuance of the permit.

Project Description:
The applicant proposes to control the seeps entering Skaneateles Creek, that come from their on-site landfill.  They propose to install a barrier and collection system between the landfill and the creek parallel to the creek for a length of 300'.  A seep collection will be installed on the landfill side of the wall (up-gradient) to collect the seeps for pumping to the on-site waste water treatment plant for treatment and discharge under the current SPDES permit.  Over 250 cubic yards of material will be excavated during construction. Off-site clean fill and stone will be used to replace the excavated material generated during construction.
