Project Description:
The Town of Clinton proposes to replace an existing culvert crossing of an unnamed tributary to Little Wappingers Creek, a Class B waterbody, at Pumpkin Lane.  The culvert replacement entails removing the existing structure, the installation of an approximately 20' x 28' x 6' precast concrete box culvert, 6 linear feet gabion wingwalls, 30 linear feet of rip rap for slope stabilization, and regrading existing swale.

State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: Clinton Town Board
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Project Description:
    The Woodbourne and Sullivan Correctional Facilities are primarily heated by the operation of one 29.3 MMBtu/hr and three 20.92 MMBtu/hr boilers.  The 29.3 MMBtu/hr boiler was constructed in 1984.  Each of the three 20.92 MMBtu/hr boilers were constructed in 1972.  All four small boilers are located in the main powerhouse and vent to individual stacks.  Consent Order 3-20000303-95 (executed April 18, 2001) requires each powerhouse to fire only 0.2% sulfur No. 2 fuel oil.
    Each of the boilers are existing which have not undergone construction, modification or reconstruction since 1989.  Therefore, 40 CFR Subpart Dc- Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units does not apply. The Standard Industrial Classification Code representative of this facility is 9223 - Correctional Institutions.
    The Woodbourne and Sullivan Correctional Facilities are located in the Town of Woodbourne, Sullivan County, New York.  The Facilities potential air emissions for sulfur dioxide and nitrogen oxides have been limited to less than 95 tons per year.  The previously issued Title V permit will be expired following issuance of this State Facility Permit.

Applicant proposes to construct a timber bulkhead, approximately 100 feet long, 6 feet 9 inches high, on the north shore of the Esopus Creek (Stream Index #H-171, Class B). The project will include approximately 225 cubic yards of fill behind the bulkhead.  The purpose of the project is to stop bank erosion of the applicant's property.

Project Description:
The applicant proposes to construct approximately 735 linear feet of eight inch diameter sanitary sewer line within the 100 foot adjacent area of Freshwater Wetland A-4 (Class II). Activities proposed within the adjacent area include excavating a trench within an existing paved roadway, installing the sewer line, backfilling with excavated material and reconstruction of the paved roadway. No disturbance to the Freshwater Wetland is proposed. The total area of temporary disturbance to the adjacent area is 0.37 acre. The project is located on Oakside Road between Strang Boulevard and Wildwood Street in the Town of Yorktown, Westchester County.
