Sealed Bids for Oil, Gas and Regulated Well Plugging Services for the Division of Mineral Resources will be received by the New York State Department of Environmental Conservation (DEC), Procurement Bureau, 625 Broadway, Albany, NY 12233-5027, Attn: Donna Pinchbeck, until the time of 11:00 a.m. on July 31, 2002. The Bids will be publicly opened and read aloud at the above time and date. Telegraphic or other electronically transmitted Bids are not acceptable.
The outside of the envelope must bear the name and address of the Bidder, the project name and project contract number from the cover of the Invitation for Bid, and be clearly marked as a Sealed Bid.
This Invitation for Bids is for the purpose of awarding a contract that will provide for the services of a qualified firm specializing in the plugging of oil and gas wells. This contract will provide a guarantee of work for a fixed amount of $100,000. One contract will be awarded.
The duration of this Contract will be four (4) months with an option to extend for up to two (2) 180-day extensions.
This Contract will be awarded to the responsible Bidder proposing to plug the maximum number of wells on this lease for the fixed amount of $100,000 and who meets the following qualifications: satisfactory references for three oil and/or gas well plugging jobs and possession of equipment, permits, licenses, training and personnel as specified in the Bidding documents.
A MANDATORY PRE-BID MEETING will be held at NYSDEC Region 9 Sub-Office, Conference Room, 182 East Union Street, Allegany, NY 14706 on July 17, 2002 at 9 a.m. The meeting will then move to the Moore Lease for on-site inspection of the wells. Bids will only be accepted from those Bidders who attend this meeting.
Contract Bid Documents may be obtained at no cost from the New York State Department of Environmental Conservation, Division of Mineral Resources, 625 Broadway, Albany, NY 12233-6500, Attn: Charles Gilchrist, phone: (518) 402-8056.
Bids will be accepted only from Bidders who obtain the Contract Bid Documents. All Bids must be made on the official Bid form and enclosed in the envelope furnished with the Contract documents.
Prospective Bidders are cautioned concerning the use of Post Office Box return addresses as telegraphic and overnight delivery cannot be sent to Post Office Boxes.

For the purpose of this Notice to Bidders, the Director of the Division of Mineral Resources, 625 Broadway, Albany, NY 12233-6500, shall be the NYSDEC’s designated Representative. Any questions, however, shall be directed to Charles Gilchrist at (518) 402-8056.
All requests for information pertinent to the preparation and submission of the Bid and the procurement process are to be made in writing to Charles Gilchrist, NYSDEC, Division of Mineral Resources, 625 Broadway, Albany, NY 12233-6500 or to Chris Miller, NYSDEC-Region 9, 182 East Union Street, Allegany, NY 14706, to be received no later than July 24, 2002. No other NYSDEC employee is to be contacted regarding the procurement process. Written responses will be provided by facsimile or overnight mail by C.O.B. July 25, 2002 to all Bidders in attendance at the Mandatory Pre-Bid Meeting.
Cattaraugus County - The Village of Allegany Board of Trustees, as lead agency, has determined that the proposed Adoption of Telecommunications Law will not have a significant adverse environmental impact. The action involves the amendment of the Village's zoning law to provide Telecommunications Regulations. This law will provide guidance and regulations for those FCC carriers who wish to locate in the Village. The law will also provide standards for the Village to use in evaluating applications for Telecommunications Facilities. The project is located in the Village of Allegany.
