ENERGY PLANNING BOARD
The purpose of this notice is to announce the completion and issuance of an integrated State Energy Plan (Final Plan) and Final Environmental Impact Statement (FEIS).
Issuance of the Final Plan
The Energy Planning Board has issued a Final Plan which contains, among other things, the forecasts and assessments required by Article 6 of the Energy Law and addresses the issues identified by the Board in a Public Notice published in the State Register on April 18, 2001. The Plan is intended to provide strategic direction and guidance and to coordinate state governmentís energy-related activities over the next several years.
Completion of the FEIS
The Energy Planning Board, as lead agency, has completed a FEIS pursuant to Article 8 of the Environmental Conservation Law relating to the preparation and issuance of the Final Plan. This is an unlisted, statewide action under the State Environmental Quality Review Act (SEQRA). The analysis constituting the FEIS is integrated with the Final Plan and the Plan includes a separate section which outlines compliance with SEQRA.

Voluntary Cleanup Program Guide
Policies and procedures regarding the New York State Voluntary Cleanup Program
Comment Period Extension: On May 29, 2002, notice was given in the ENB that the subject guidance document is available for review and comment. A 30-day comment was established. In response to requests that the length of comment period be increased, the Department hereby extends the comment period an additional 60 days until August 27, 2002. All comments received will be considered during preparation of the final document. Notice of the availability of the final policy document will appear in the ENB.

Description: The action involves implementing a program policy stating that no persons under the age of 18 years of age be allowed within 100 feet of a timber sale area during harvest operations, unless they are a part of a registered apprenticeship program, enrolled in a recognized vocational training program or an approved on-the-job training program, or have completed such program and are at least 16 years old. The sale area shall be defined as the area identified on the sketch map developed for this sale and shall include the area marked for harvest, the roads and trails accessing it and the log landing.

Oil, Gas and Regulated Well Plugging Program
Moore Producing Lease, Town of Bolivar, Allegany County
Sealed Bids for Oil, Gas and Regulated Well Plugging Services for the Division of Mineral Resources will be received by the New York State Department of Environmental Conservation (DEC), Procurement Bureau, 625 Broadway, Albany, NY 12233-5027, Attn: Donna Pinchbeck, until the time of 11:00 a.m. on July 31, 2002. The Bids will be publicly opened and read aloud at the above time and date. Telegraphic or other electronically transmitted Bids are not acceptable.
The outside of the envelope must bear the name and address of the Bidder, the project name and project contract number from the cover of the Invitation for Bid, and be clearly marked as a Sealed Bid.
This Invitation for Bids is for the purpose of awarding a contract that will provide for the services of a qualified firm specializing in the plugging of oil and gas wells. This contract will provide a guarantee of work for a fixed amount of $100,000. One contract will be awarded.
The duration of this Contract will be four (4) months with an option to extend for up to two (2) 180-day extensions.
This Contract will be awarded to the responsible Bidder proposing to plug the maximum number of wells on this lease for the fixed amount of $100,000 and who meets the following qualifications: satisfactory references for three oil and/or gas well plugging jobs and possession of equipment, permits, licenses, training and personnel as specified in the Bidding documents.
A MANDATORY PRE-BID MEETING will be held at NYSDEC Region 9 Sub-Office, Conference Room, 182 East Union Street, Allegany, NY 14706 on July 17, 2002 at 9 a.m. The meeting will then move to the Moore Lease for on-site inspection of the wells. Bids will only be accepted from those Bidders who attend this meeting.

Bids will be accepted only from Bidders who obtain the Contract Bid Documents. All Bids must be made on the official Bid form and enclosed in the envelope furnished with the Contract documents.
Prospective Bidders are cautioned concerning the use of Post Office Box return addresses as telegraphic and overnight delivery cannot be sent to Post Office Boxes.
