Project Description:
The Fairport Central School District has applied for permits to construct a new school and associated athletic facilities on an approximately 90-acre site on Victor Road. The site is located to the east, approximately 1000 feet south of the intersection of Victor Road  and Palmyra Road. Fill to construct the facility entrance will be placed in a section of the regulated NYS DEC Freshwater Wetland (FWW) PR-2 (Class 1), and a portion of the school building and parking lot constructed within the FWW PR-2 adjacent area. The project has been designed to avoid and minimize wetland impacts to the greatest extent practicable, and mitigation has been proposed to compensate for unavoidable impacts. For the purposes of obtaining a Water Quality Certification, the applicant must demonstrate compliance with the NYS DEC GP-93-06, SPDES General Permit For Storm Water Discharges From Construction Activities. Application materials are available for public review and comment at the NYS DEC Regional Headquarters.
State Environmental Quality Review (SEQR) Determination: Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency: NYS Education Department
State Historic Preservation Act (SHPA) Determination: A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
