Project Description:
The applicant proposes to construct a gravel driveway 200' long x 15' wide to access an existing recreation pond, for which previous access is no longer available.  The site is located on the north side of Michael Road, 0.75 miles west of U.S. Route 11 between the Village of Adams and Adams Center.  It is further located approximately 500' west of Interstate Route 81.  The roadway would cross a portion of regulated freshwater wetland A-23, a 38 acre Class III mixed shrub and deciduous wetland.
State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency: NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management: This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

The applicant proposes to expand a 15 acre life of mine sand and gravel mine on a 203 acre parcel owned by the applicant, to include an additional 32 acres.  Of this 32 acres, approximately 15 acres have been sporadically mined in the past.  The site is located approximately one mile southeast of the City of Watertown, 200' east of NYS Route 12. A new life of mine boundary of 47 acres would result.

The applicant proposes to construct a 72' x 28' house in the regulated 100 foot adjacent of Freshwater Wetland WW-3. There is an existing mobile home at the site which will be removed when the new structure is completed. The well and septic system will be kept outside the adjacent area. The only other encroachment into the adjacent area will be a portion of the drive way. There will be no direct impacts to the wetland. The site is located on Holman City Road 1,000 feet north of Cedar Lake road in the Town of Paris, Oneida County.
