Project Description: The applicant proposes to
eliminate an existing boat ramp by constructing 12 linear feet
of new navy bulkhead across the entrance to the ramp on Emories Basin and placing 45
cubic yards of clean upland fill within the ramp area. Remove and replace 35 linear feet
of navy bulkhead 18 inches higher, dredge a 10 foot by 47 foot area to 4 feet below
apparent low water with resultant 25 cubic yards of dredged material to be used as
backfill for the replacement bulkhead. Approximately 480 square feet of tidal wetlands
will be lost. The project is located at Cornelius Street, Freeport, Nassau County.

Project Description: The applicant proposes to
operate four incinerators which burn animal carcasses, animal
parts, and associated animal bedding. Emission Unit 1 consists of two 300 pound per
hour incinerators. Emission Unit 2 consists of one 200 pound per hour incinerator and
one 100 pound per hour incinerator. The Emission Unit 1 incinerators are subject to 6
NYCRR Part 219.5 regulations, whereas the Emission Unit 2 incinerators are subject to 6
NYCRR Part 219-4 regulations. These regulations require stack testing for particulate
emissions within 60 days of the issuance of the permit and maintenance of secondary
combustion temperatures of incinerators above 1800 degrees Fahrenheit. The operators
of the facility are required to monitor stack opacities, inspect daily each incinerator, keep
records of all inspections and monitor parameters, and submit yearly compliance reports
to the Department. The facility is limited to 22.5 tons per year of nitrogen oxide
emissions, which will be demonstrated by operating the facility at the base-end operating
parameters of the incinerators as determined by stack testing and utilization of emission
factors. The Pet Crematory Agency facility is located at 164 Cabot Street, West Babylon,
Town of Babylon, Suffolk County.
