Besicorp-Empire Development Company, LLC - The Empire State Newsprint Project will consist of a recycled newsprint manufacturing plant and a nominal 505 MW combined cycle cogeneration plant. The project is located at the former industrial manufacturing site currently owned by BASF in the City of Rensselaer, Rensselaer County.
Legislative hearing sessions to receive unsworn statements from the public on the applications and the draft permits will be held on July 9, 2002 at 2:00pm and 7:00pm. A pre-adjudicatory hearing Issues Conference is scheduled to be held on July 10, 2002 at 10:00am. The Issues Conference will continue day to day, as necessary. Filings for party status must be received by 4:00pm on July 3, 2002.

DEC invites public comments regarding this tentative determination. DEC's final determination will be made only after full consideration of all public comments received. The public comment period will run from the date of publication of this public notice until July 19, 2002.
