Project Description: The applicant proposes to
mine sand , gravel and topsoil with material processing by a
portable dry-screen with capacity to process up to 125 tons of matrial per hour, on 12.06
acres out of a 53.5 acre property owned by him at the site. The estimated life of the mine
is 17 years and the reclamation objective is agriculture. The site is adjacent to a former,
reclaimed mine and is located about 500 feet east of NYS Route 241, opposite (northeast
of) the intersection of Cowen Corners Road.

Project Description: The Department has drafted
and made a tentative determination to issue SPDES Permit
No. NY-0259144 for the discharge of 2,900 gallons per day of treated sanitary wastewater
from a new septic tank/sand filter chlorination system to a tributary of Buffalo Creek at
the applicant's seasonal camp for equestrian education. The system will replace an
existing septic tank treatment system for the lodge at Sprucelands Camp, which is located
at 1316 Pit Road. This tentative determination indicates that the discharge is considered
to satisfy regulatory requirements for permit issuance, based on information available to
the Department at this time. As a tentative determination, the Department seeks
comments on the proposed regulated activity prior to making a final decision on permit
issuance.
